Topic: Cyber Security ![]() Mr. Baker was raised outside Milwaukee, Wisconsin but earned a B.S. in Accounting and a B.A. in Spanish from Oral Roberts University in Tulsa, Oklahoma. Following graduation, Mr. Baker worked as a Certified Public Accountant (CPA) in Oklahoma and Virginia for a Big Four accounting firm where his audit clients included Fortune 500 companies primarily from the oil and gas, retail, and aerospace/defense sectors. Mr. Baker also held an internship on the U.S. Senate Finance Committee and was a Rhode’s Scholar state finalist prior to working as a CPA.
Mr. Baker entered on duty with the FBI as a Special Agent in July 2004. Following New Agents Training, he was assigned to the Memphis Field Office, where he investigated Violent Crime (VC), Gang, and Public Corruption (PC) matters. Mr. Baker also served as a Special Agent Accountant and member of Memphis’ Evidence Response Team. Mr. Baker earned his Certified Fraud Examiner (CFE) certificate in 2006 and became an FBI Crisis Management Coordinator in 2010. Mr. Baker’s FBI supervisory experiences have included Acting Supervisory Special Agent (SSA) for Memphis’ White Collar Crime/PC and VC/Gang Squads. He has also served as SSA of Memphis’ Civil Rights/PC Squad and the office’s Counterintelligence (CI)/Cyber Squad. In February 2013, Mr. Baker was promoted as Assistant Inspector in the Inspection Division at FBIHQ. During this time, he participated in performance reviews of FBI programs in field offices, overseas Legal Attaché offices, and FBIHQ divisions, as well as responses to Agent-involved shootings and serious accidents. In January 2015, Mr. Baker was selected as Assistant Special Agent in Charge (ASAC). His roles have included oversight of Memphis’ Criminal/Administrative, National Security/Cyber/Intelligence, and Intelligence/Partner Engagement/Tech Branches. In 2018, Mr. Baker was one of five FBI Senior Leaders selected to participate in a CI Leadership Program with Australian and British counterparts, and he was selected in 2020 to participate in a similar program with global counterterrorism leaders. Mr. Baker’s other FBI executive leadership roles have included Acting Special Agent in Charge of the Jackson and Memphis Field Offices, and Acting Section Chief of the Counterterrorism Division’s Strategic Partner Engagement Section. In 2020, Mr. Baker earned his Certified Information Systems Security Professional (CISSP) designation to complement other cyber certifications he has earned through the FBI’s Cyber Division, Carnegie Mellon University, and SANS. In August 2020, Mr. Baker began work on a Master’s Degree in Cybersecurity Risk Management through Georgetown University, and in 2021 he became a member of the FBI’s Adjunct Faculty Program, instructing on behalf of the Cyber Division.
